We would like to begin by acknowledging the land on which we gather is within the traditional territory of the Tse'khene People of the McLeod Lake Indian Band. 

  • THAT the Special Closed meeting be deferred until after the regular meeting;

    AND THAT the basis of the Special Closed Meeting relates to Section 90 (1)(k) negotiations and related discussions respecting the proposed provision of a municipal service that are at their preliminary stages and that, in the view of the council, could reasonably be expected to harm the interests of the municipality if they were held in public.

Ron Kenyon, resident, will appear as a delegation to discuss his letter regarding cul-de-sac parking in Mackenzie with Mayor and Council.

  • THAT the Correspondence listed on the Agenda be received.

Request received from CN Rail to proclaim September 18-24, 2023 as Rail Safety Week.

  • WHEREAS Rail Safety Week is to be held across Canada from September 18 to 24, 2023;

    WHEREAS, 232 railway crossing and trespassing incidents occurred in Canada in 2022; resulting in 66 avoidable fatalities and 43 avoidable serious injuries;

    WHEREAS, educating and informing the public about rail safety (reminding the public that railway rights-of-way are private property, enhancing public awareness of the dangers associated with highway rail grade crossings, ensuring public awareness of the dangers associated with highway rail grade crossings, ensuring pedestrians and motorists are looking and listening while near railways, and obeying established traffic laws) will reduce the number of avoidable fatalities and injuries caused by incidents involving trains and citizens; and

    Whereas Operation Lifesaver is a public/private partnership whose aim is to work with the public, rail industry, governments, police services, media and others to raise rail safety awareness,

    Whereas CN has requested City Council adopt this resolution in support of its ongoing efforts to raise awareness, save lives and prevent injuries in communities, including our municipality;

    It is hereby RESOLVED to support national Rail Safety Week to be held from September 18 to 24, 2023. 

Request received from New Horizons Bridging the Gap to proclaim September 24 - October 1, 2023 as Mackenzie Seniors' Week.

  • WHEREAS on October 1, 2023 communities across Canada will join together to recognize National Seniors Day; and

    WHEREAS on October 1, 2023 is recognized as the International Day of Older Persons; and

    WHEREAS National Seniors Day focuses on celebrating and recognizing the contributions made by seniors to better their communities, families and workplaces; and

    WHEREAS seniors in the District of Mackenzie are present in all aspects of our lives: they are our parents, grandparents, our teachers, our volunteers, our mentors, out neighbours and our coworkers; and

    WHEREAS every day, seniors right here in the District of Mackenzie, make a big difference and we value what they are doing;

    NOW, THEREFORE, be it resolved that I, Joan Atkinson, Mayor of Mackenzie, do hereby proclaim that September 24th to October 1st, 2023 to be observed as "Mackenzie Seniors' Week" in the District of Mackenzie, and I urge my fellow citizens to recognize the crucial role played by older Canadians in our community.

Letter received from the Union of BC Municipalities announcing the District has been approved a grant in the amount of $45,000 under the Next Generation 911 funding program.

Letter received from the Union of BC Municipalities advising that the District will be receiving the first Community Works Fund payment for 2024/2023 in the amount of $115,670.54. 

Certified resolution received from the Peace River Regional District regarding the need for abundant BC Wildfire Service Fire Fighting Equipment.

Resolution received from the Township of Spallumcheen Council regarding the fees for recycling antifreeze containers and used oil sent to the Regional District of North Okanagan, Ministry of Environment and Climate Change, Recycle BC, BC member municipalities and Union of BC Municipalities to gain support. 

Email received from the Chair of the BC Forest Practices Board regarding a special report recently released by Board regarding Forest and Fire Management in BC. The Board is calling for urgent action by the provincial government to create a province-wide vision and action plan to improve landscape resilience and reduce the risk of catastrophic wildfire. The Board is encouraging local governments to consider how a change in how landscapes are managed could benefit the community. 

  • THAT Council receives this report for information.

  • THAT Council authorizes Recreation Services to approve a special event permit for MORATA that would allow them to serve alcohol at Second Beach on August 19, 2023 for the Morfee Lake Scramble event.

  • THAT Council amends Council Policy 3.2 Refund Policy as attached to this report.

  • THAT Council awards the Request for Proposal # DOM-23-06-23 Winter Abrasive Material to Mackenzie Gravel for a two-year contract for the amount of up to $55,640 plus GST per year;

    AND THAT the Chief Administrative Officer be authorized to execute the contract and any related documentation.

  • THAT Council agrees to amend the concession lease agreement for Edward Lepp to provide him with additional storage space (Janitor Room - F107) in exchange for $200 per month in rent and by removing the clause regarding the District of Mackenzie covering cleaning supplies from his existing contract.

  • THAT Council approves applying to the Provincial Community Wood Smoke Reduction Program.

  • THAT Council agrees to award the Architectural Planning, Design and Project Manager contract to Carscadden Stokes McDonald Architects for a price of $307,096 plus GST;

    AND THAT Council authorizes the Chief Administrative Officer to execute the contract and any other related documentation.

  • THAT Bylaw No. 1501 cited as "Animal Control and Licencing Amendment Bylaw No. 1501, 2023" be adopted.

  • THAT Bylaw No. 1502 cited as "Municipal Ticket Information Amendment Bylaw No. 1502, 2023" be adopted.

  • THAT Bylaw No. 1503 cited as "Zoning Amendment Bylaw No. 1503, 2023" be given the third reading and adopted. 

  • THAT Bylaw No. 1504 cited as "Council Procedure Amendment Bylaw No. 1504, 2023" be adopted.
